Definitely more useful than your comment. Skylake Core M7 is on par with the I5 on the Surface Pro 3 (and much better than the crappy Broadwell Core M you were probably thinking about). Guess you didn't call that CPU useless.... (though definitely annoying with its fan noise).

The Core m7 is a great CPU as designed, it gets moderately good performance and is completely fanless. Important in a slim form factor like this. It's not designed to play Call of Halo XX at max settings at 4k resolution with 100x AA.
Considering the fraction of people who run their SP silent most or all of the time, I'd dispute that claim. It's all down to how good the thermal solution is. The SP4 can do a surprising amount without the fan starting and a lot of the time if I had a switch to turn the fan off and throttle instead I'd leave it on.

Seriously though, the screens on tablets and TDP they can dissipate offer enough room that it'd be wasteful to not have the option to match the capabilities to the potential.
