Well, depends on the company. Facebook is reportedly moving all non-EU data out of Ireland and back to the US to be able to continue collecting data indiscriminately.
First of all, even if I choose "Driver only", without Geforce Experience, the package still installs all telemetry stuff (service and even more Task Scheduler tasks). But, most importantly, after installation the driver just crashes to blue screen for me (Dell Inspiron 7567 laptop).
For a very long time I have manually (literally) updated the drivers on the one desktop I have running a GTX980, as the whole driver package is a bloat of bollocks and the new GFExperience is an affront to privacy. Thankfully I am still able to run the old version.
What I do is, you download the driver package and extract it into a folder. A program called TinyNVidiaUpdateChecker can do that for you if you prefer.
Once that is done, go to Device Manager -> Display Adapters -> Find your Video Card -> Properties -> Driver -> Update Driver -> Browse My Computer for Driver Software -> Browse to the extracted folder (leave the check on subfolders) -> ??? -> Profits.

I highlighted the presence of Telemetry (after non-manual installation), just because in my view it goes contrary to the announced "Changes" with this Release.
It started with 381.65 where they added the option to untick it but atleast at the time it did NOTHING - even after unticking and restart. I was really pissed at that time. Since then i've done only manual installs with folder deletion so im not sure if they fixed the option in CP. Nevertheless i no longer trust their settings.
Speaking of restrictions - now starting with this version (397.93) you can no longer delete GFExperience subfolder without the whole installer refusing to work. So you have to remove some lines from setup.cfg to bypass this check.

You still do get the benefits, I doubt companies will keep track of who is and isn't in the EU and will process your data differently because of it.The only things you miss out on are FOI requests.
